Lawyer may lead inquiry Washington Post WASHINGTON The House ethics committee Tuesday is expected to name Richard Phelan, a past president of the Chicago Bar Association, to serve as special counsel in its investigation into the financial dealings of Speaker Jim Wright, D-Texas. Congressional sources said that Phelan had met with members of the committee more than a week ago, and most of the six Democrats and six Republicans on the panel supported him. But, the sources said, Phelan's ties to the Democratic Party could trigger some opposition.

Phelan, 51, is the managing partner of the Chicago firm of Phelan, Pope John and this year served as a fund-raiser for the unsuccessful presidential campaign of Sen. Paul Simon, D-Ill. According to a January article in The American Lawyer, Phelan helped raise more than $100,000. Phelan was elected as an Illinois delegate to last week's Democratic convention but he allowed an alternate to take his place. Records at the Federal Election Commission also show that Phelan has contributed to Simon, former Democratic presidential candidate Walter Mondale and Sen.

Problem in practice countdown stalls engine test-firing for day CAPE CANAVERAL, Fla. A practice space shuttle countdown hit a snag Monday, postponing a critical test-firing of Discovery's three main engines 24 hours, until Sunday. The postponement was announced as engineers assessed methods for fixing a small shuttle gas leak without having to take Discovery off the launch pad, a move that could delay the planned early-September launch by as much as two months. The launch team started the countdown late Sunday and fell behind early in closing out the shuttle's rear engine compartment on the pad. That forced the one-day postponement in the loading of gases aboard the spaceship's energy-producing fuel cells.

The plan now calls for crews to pump more than half a million gallons of liquid hydrogen and liquid oxygen into Discovery's external fuel tank late Wednesday and early Thursday. Rawl, 73, died Congress to ponder trade pact Canadians threaten to block approval Associated Press WASHINGTON President Reagan praised Congress on Monday for putting the U.S.Canadian Free Trade Agreement on a "fast track," saying it will save Americans $3 billion a year and spur economic growth for both nations. He spoke at a ceremony marking transmission to Congress of legislation implementing the accord.

White House spokesman Marlin Fitzwater said he hopes the pact will survive legislative scrutiny in Canada, where it has become entangled in a political uproar stemming from the call for new elections by Liberal Party opponents of Prime Minister Brian Mulroney. On Jan. 2, Reagan and Mulroney signed an agreement that provides for the elimination of all tariffs in the two countries' $150 billion-a-year trade. It also would reduce many non-tariff barriers, liberalize investment practices and provide new rules covering cross-border trade in services. The American Coalition for Trade Expansion with Canada hailed the submission of the accord to Capitol Hill.

James Robinson III, chairman and chief executive officer of the American Express called it "a milestone in U.S. economic history." The accord ran into trouble last week in Canada when the opposition Liberal Party vowed to block ratification until Mulroney calls a general election. But Mulroney rejected demands for an immediate election to settle the free-trade issue a debate that has divided Canadians for a century. Fitzwater said he did not believe U.S. officials had had "any direct conversations" with Canadian leaders.

Fitzwater also said he hoped Canada would not amend or modify the agreement. He said he did not know whether such a move would require a renegotiation of the treaty. The Free Trade Agreement is scheduled to go into effect Jan. 1, 1989, provided Congress and the Canadian Parliament pass implementing legislation. The changes will be phased in during 10 years.

The House of Commons approved it in principle July 6 and has scheduled a final reading in mid-August after committee hearings. The legislation then goes to the Senate, which has a large Liberal majority. Canada's two opposition parties, the Liberals and socialist New Democrats, accuse Mulroney of sacrificing the nation's sovereignty. But Mulroney claims the deal will create prosperity and shield Canada from U.S. protectionism.
